1921 - In the year that Harley Maurice Bissell was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

1929 - When he was merely 8 years old, American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".

1948 - Harley was 27 years old when on January 30th, Mahatma Gandhi was assassinated in New Delhi by a member of a Hindu nationalist party who thought that Gandhi was too accommodating to Muslims. The man, Nathuram Godse, shot Gandhi 3 times. He died immediately. The shooter was tried, convicted, and hung in November 1949.

1965 - By the time he was 44 years old, from August 11 to 16, riots broke out in Watts, a Black section of Los Angeles. An allegedly drunk African-American driver was stopped by LA police and, after a fight, police brutality was alleged - and the riots began. 34 people died in the rioting and over $40 million in property damage occurred. The National Guard was called in to help the LA police quell rioting.

1974 - In the year of Harley Maurice Bissell's passing, on August 9th, Gerald R. Ford became the 38th President of the United States. He had been Vice President for 8 months when he became President due to the resignation of President Nixon.
