1913 - In the year that Helen P Bardin was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1935 - She was 22 years old when the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

1995 - Helen was 82 years old when on May 19th, the deadliest terrorist attack on American soil - before 9/11 - took place in Oklahoma City. A truck bomb went off outside the Alfred P. Murrah Federal Building in downtown - killing 68 people, injuring more than 680 others, and destroying one-third of the building. The most disturbing images were of children - a daycare center was hit by the bomb. The deadliest incident of domestic terrorism ever, Timothy McVeigh, Terry Nichols, and Michael Fortier were convicted of the bombing.

1996 - At the age of 83 years old, Helen was alive when on July 5th, the first cloned mammal - "Dolly the Sheep" - was born in Scotland. She had three mothers. Dolly lived to be 6 years old and produced 6 lambs. Since, other sheep have been cloned as well as horses, pigs, deer, and bulls.

1997 - She was 84 years old when on June 26th, the first Harry Potter book by J. K. Rowling was released. "Harry Potter and the Philosopher's Stone" was an immediate success and spawned not only sequels but also movies, video games, plays, and amusement park attractions. J.K. Rowling, at the time of the first book a poor single mother, has become a multi-billionaire.
