1913 - In the year that Helen W Dowling was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

1921 - She was merely 8 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

1931 - When she was 18 years old, in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

1976 - When she was 63 years old, The United States celebrated the Bicentennial of the adoption of the Declaration of Independence. It was a year long celebration, with the biggest events taking place on July 4th.

1981 - When she was 68 years old, on August 1st, MTV debuted. It was the first music video TV channel. The first music video played was the Buggles' "Video Killed the Radio Star" - the second was Pat Benatar's "You Better Run".
