William Howard Keightley and William Hamilton Robert Keightley. He married Amy Isobel Keightley ( Chambers, and had children Warrant Officer Malcolm Clair Keightley, Maurice Keightley, and Raymond Stodart Keightley. Herbert Keightley died at age 78 years old in 1960 in Felixstow, The City of Norwood Payneham and St Peters County, SA.

In 1882, in the year that Herbert Clair Keightley was born, on March 22nd, the Edmunds Act - passed by Congress - made polygamy a felony. The Act also banned "bigamous" relationships and "unlawful cohabitation", making it illegal for polygamists and those who simply lived together without marrying to vote, be on a jury, or hold a public office.
