Timeline

1913 - In the year that Herbert William Moore was born, Woodrow Wilson became the 28th President of the United States in March. Previously the Governor of New Jersey and President of Princeton University, he was the first Southerner to serve as President since Zachary Taylor, over 60 years previous. A Democrat, he led the U.S. during World War I and championed the League of Nations.

1934 - He was 21 years old when on June 6th, the U.S. Securities and Exchange Commission was formed as a response to the stock market crash of 1929 and the continuing Great Depression. Previously, the states regulated the offering and sales of stocks - called "blue sky" laws. They were largely ineffective. Roosevelt created a group (one member was Joseph Kennedy, father of the future President Kennedy) who knew Wall Street well and they defined the mission and operating mode for the SEC. The new organization had broad and stringent rules and oversight and restored public confidence in the stock market in the United States.

1941 - When he was 28 years old, in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".

1942 - When he was 29 years old, on June 17th, Roosevelt approved the Manhattan Project, which lead to the development of the first atomic bomb. With the support of Canada and the United Kingdom, the Project came to employ more than 130,000 people and cost nearly $2 billion. Julius Robert Oppenheimer, a nuclear physicist born in New York, led the Los Alamos Laboratory that developed the actual bomb. The first artificial nuclear explosion took place near Alamogordo New Mexico on July 16, 1945.

1946 - In the year of Herbert William Moore's passing, on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.
