J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

1976 - When he was 48 years old, on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."

1977 - In the year of Howard Hendrix's passing, on January 21st, President Carter pardoned "draft dodgers" - men who avoided the draft during the Vietnam War. He fulfilled a campaign promise with the pardon. But it only applied to civilian evaders - the estimated 500,000 to 1 million active-duty personnel who went AWOL were not included.
