In 1900, in the year that I E Ostrom was born, artist Henri Matisse, born in 1869 in France, began the fauvist movement. Only lasting a few years in popularity (ending around 1904), fauvism was in many ways the beginning of modern art. Matisse was fond of bright, vibrant colors and used them in his paintings - contrary to the muted use of color previously. While the fauvist movement declined in popularity, Matisse did not and he went on to create many more works of art and even a museum for his work, 2 years before his death in 1954. (In French, les Fauves means "the wild beasts". Matisse and those who followed his example were called "beasts" because of the bold colors that they used in their artwork.)

In 1916, this person was 16 years old when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1920, I was 20 years old when in September, a bomb exploded in the J.P. Morgan bank building in New York City, killing 30 people immediately - 8 later died due to their injuries - and injuring another 200. Killing more people than the 1910 bombing of the LA Times (the deadliest terrorist act up until then), no one took responsibility and the perpetrators were never found. Italian anarchists were suspected of the bombing.

In 1968, when this person was 68 years old, on January 31st, the North Vietnamese launched the Tet Offensive, a turning point in the Vietnam War. 70,000 North Vietnamese and Viet Cong forces swarmed into South Vietnam. The South Vietnamese and US troops held off the offensive but it was such fierce fighting that the U.S. public began to turn against the war.

In 1994, in the year of I E Ostrom's passing, on May 6th, former political prisoner, lawyer, and activist Nelson Mandela was elected the first black President of South Africa. He was 75 when he was elected and he served one five-year term.
