1916 - In the year that J T Bowen was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1940 - By the time this person was 24 years old, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1983 - J was 67 years old when "crack" cocaine was developed in the Bahamas and spread to the United States. Previously, cocaine had been cut with other substances, diluting it. Crack was 80% pure and therefore was more addictive. It was also cheaper, making it more easily available to low income neighborhoods.

1985 - This person was 69 years old when on March 7th, the song "We Are the World" was released as a charity effort to alleviate the African famine. The song was written by Michael Jackson and Lionel Richie, and produced by Quincy Jones. They were joined by 37 other famous singers in the recording studio and a phenomena had begun

1991 - In the year of J T Bowen's passing, on November 7th, legendary basketball player Magic Johnson announced that he had HIV. In 1991, the public was confused about the difference between HIV and AIDS (HIV is a virus that can lead to AIDS) and there was little treatment for either. Most thought that Johnson would die within a year or so. Also, the transmission of AIDS wasn't understood so he had to retire from basketball. Magic Johnson is still alive and well.
