Timeline

1913 - In the year that James Graham was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1938 - By the time he was 25 years old, on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

1945 - When he was 32 years old, on December 5th, Flight 19 was lost in the Bermuda Triangle. All five planes and 14 airmen disappeared, as did 13 crew on a plane that was dispatched to find them. The official Navy reported the disappearance as "cause unknown".

1974 - By the time he was 61 years old, on July 30th, the House Judiciary Committee adopted three articles of impeachment against President Nixon. He was charged with obstruction of justice, failure to uphold laws, and the refusal to produce material subpoenaed by the committee. In order to avoid impeachment, Richard M. Nixon announced that he would resign on August 8th, the first President to do so.

1979 - In the year of James Graham's passing, on March 28th, a partial nuclear meltdown occurred at the power plant at Three Mile Island Pennsylvania. Radiation leaked into the environment, resulting in a rating of 5 on a scale of 7 ("Accident With Wider Consequences") . It ended up costing $1 billion to clean up the site.
