The Proclamation made the abolition of slavery in the Confederate states an official war goal. It also immediately freed 50,000 slaves, with the rest freed as Union armies advanced into Confederate states. The Proclamation wasn't a Congressional law - it was an Executive Order.

1864 - James was just 1 year old when on October 5th, a cyclone killed 70,000 people in Calcutta, India. Calcutta is in a "very high damage risk" cyclone zone, although this was an especially powerful one.

1934 - At the age of 71 years old, James was alive when on July 22nd, gangster John Dillinger was killed in Chicago. His gang had robbed banks and police stations, among other charges, and he was being hunted by J. Edgar Hoover, head of the FBI - although many in the public saw him as a "Robin Hood". A madam from a brothel in which he was hiding became an informer for the FBI and, after a shootout with FBI agents, Dillinger was shot and died.

1942 - He was 79 years old when on June 17th, Roosevelt approved the Manhattan Project, which lead to the development of the first atomic bomb. With the support of Canada and the United Kingdom, the Project came to employ more than 130,000 people and cost nearly $2 billion. Julius Robert Oppenheimer, a nuclear physicist born in New York, led the Los Alamos Laboratory that developed the actual bomb. The first artificial nuclear explosion took place near Alamogordo New Mexico on July 16, 1945.

1946 - In the year of James Howie's passing, on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.
