1900 - In the year that James Ratcliff was born, the unemployment rate in the U.S. was 5.0% and the cost of a first-class stamp was $0.02. 31% of all workers were employed in the public service sector, 19% of women were employed (1 percent of all lawyers and 6 percent of physicians were women), 6% of the workforce were children, and 14% of the workforce was "non-white."

1933 - He was 33 years old when on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.

1949 - When he was 49 years old, on April 4th, NATO (the North Atlantic Treaty Organization) was established. Twelve nations originally signed the North Atlantic Treaty - the United States, Great Britain, France, Belgium, the Netherlands, Denmark, Italy, Luxembourg, Norway, Iceland, Canada, and Portugal. Greece, Turkey, and West Germany later joined. Today, there are 26 nations in NATO.

1961 - He was 61 years old when on January 20th, John F. Kennedy became the 35th President of the United States. He had previously been a U.S. Senator and a Congressman, both from the state of Massachusetts, as well as a Naval lieutenant in World War II.

1971 - In the year of James Ratcliff's passing, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.
