Timeline

1921 - In the year that James Rockey was born, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

1931 - At the age of merely 10 years old, James was alive when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

1943 - James was 22 years old when on June 20th through June 22nd, the Detroit Race Riot erupted at Belle Isle Park. The rioting spread throughout the city (made worse by false rumors of attacks on blacks and whites) and resulted in the deployment of 6,000 Federal troops. 34 people were killed, (25 of them black) - mostly by white police or National Guardsmen, 433 were wounded (75 percent of them black) and an estimated $2 million of property was destroyed. The same summer, there were riots in Beaumont, Texas and Harlem, New York.

1974 - By the time he was 53 years old, on August 9th, Gerald R. Ford became the 38th President of the United States. He had been Vice President for 8 months when he became President due to the resignation of President Nixon.

1992 - By the time he was 71 years old, on February 1st, US President George Bush and President Boris Yeltsin of Russia jointly announced an end to the Cold War, proclaiming a new era of "friendship and partnership". At Camp David in Maryland, they reviewed ways to jointly reduce nuclear arms and support reforms in Russia but no agreement was reached at that meeting.
