In 1893, in the year that James Wood Preston was born, on March 4th, Grover Cleveland became the 24th President of the United States. On July 1st, President Cleveland was operated on for a non-cancerous tumor in his mouth. He chose to have the operation secretly because he didn't want to worsen the financial depression that was occurring at the time.

In 1900, James was only 7 years old when Carrie Chapman Catt succeeded Susan B. Anthony as the president of the National American Woman Suffrage Association. NAWSA was created by Anthony in 1890 in order to fight for the right of women to vote in the United States. Membership in NAWSA began at 7,000 and in the decades of the struggle - women didn't get the right to vote until 1920 - membership rose to 2 million.

In 1901, at the age of merely 8 years old, James was alive when Edward VII succeeded Queen Victoria. Queen Victoria of England had become Queen in 1837 and reigned until her death in 1901. Her 63 year reign was the longest in history prior to Elizabeth II who recently broke her record. The time during which she led the country was known as the Victorian era and she presided over great changes in the United Kingdom, including the expansion of the British Empire and the Industrial Revolution.

In 1916, in the year of James Wood Preston's passing, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
