Timeline

1913 - In the year that Jay D Bernard was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1933 - When he was 20 years old, on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.

1970 - Jay was 57 years old when on May 1st, US troops invaded Cambodia, expanding the Vietnam War. The invasion of Cambodia was a Nixon policy, although it was argued against by both his Secretary of State and his Secretary of Defense.

1974 - When he was 61 years old, on August 9th, Gerald R. Ford became the 38th President of the United States. He had been Vice President for 8 months when he became President due to the resignation of President Nixon.

1994 - In the year of Jay D Bernard's passing, on May 6th, the Channel Tunnel or "Chunnel" was officially opened. The Chunnel is a railway tunnel beneath the English Channel that connects Great Britain to mainland France. Original plans for such a tunnel were developed in 1802 and approved by Napoleon Bonaparte but the British rejected the plan fearing that Napoleon would use the railway to invade.
