1897 - In the year that John Boutelle was born, on March 4th, William McKinley became the 25th President of the United States. He had beaten William Jennings Bryan in the 1896 election by 51% to 46.7% in the popular vote. Six months into his second term as President, McKinley was assassinated.

1916 - When he was 19 years old, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1954 - He was 57 years old when from April 22 through June 17th, the Army v. McCarthy hearings were held. The U.S. Army accused Roy Cohn (chief counsel to Senator McCarthy and later trusted mentor of Donald Trump) of blackmail. McCarthy and Cohn accused the U.S. Army of harboring communists. The Army allegations were found to be true. The U.S. Senate later censured McCarthy.

1962 - John was 65 years old when on October 1st, African-American James H. Meredith, escorted by federal marshals, registered at the University of Mississippi - becoming the first African-American student admitted to the segregated college. He had been inspired by President Kennedy's inaugural address to apply for admission.

1966 - In the year of John Boutelle's passing, on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.
