In 1977, in the year that John R. Springer was born, on January 21st, President Carter pardoned "draft dodgers" - men who avoided the draft during the Vietnam War. He fulfilled a campaign promise with the pardon. But it only applied to civilian evaders - the estimated 500,000 to 1 million active-duty personnel who went AWOL were not included.

In 1983, "crack" cocaine was developed in the Bahamas and spread to the United States. Previously, cocaine had been cut with other substances, diluting it. Crack was 80% pure and therefore was more addictive. It was also cheaper, making it more easily available to low income neighborhoods.

In 1987, was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.

In 1988, on December 21st, Pan Am Flight 103 exploded over Lockerbie Scotland. The explosion killed all 259 people on board and another 11 on the ground. The flight had left Heathrow Airport in London less than an hour before, on its way to New York. After an exhaustive (and long) investigation it came to be believed that two individuals from Libya had planted the bomb.

In 1990, on April 24th, the Hubble telescope was launched into space after long delays due to the Challenger explosion. An optical flaw was found within weeks of launch but was fixed within three years. The discoveries made possible by the Hubble have contributed to scientists' understanding of the universe.
