Timeline

1916 - In the year that Joseph Collins was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1976 - He was 60 years old when on August 4th, a mysterious illness struck an American Legion convention in Philadelphia. Within a week, 25 people had died and 130 people had been hospitalized. It was the first known instance of what came to be called "Legionnaires Disease."

1980 - When he was 64 years old, on April 24th, a rescue attempt was begun in the Iranian Hostage Crisis. The attempt failed and 8 US servicemen were killed. Eight helicopters had been sent for the mission, but only 5 arrived in operating condition., Since the military had advised that the mission be aborted if there were fewer than 6 helicopters, President Carter stopped it. Upon leaving, a helicopter collided with a transport plane and the men were killed.

1986 - Joseph was 70 years old when on January 28th, the space shuttle Challenger exploded 73 seconds after launch. All seven crew members died. The cause of the explosion was later found to be a failed O-ring. The O-ring failure was due to the unusually cold conditions at Cape Canaveral.

1989 - In the year of Joseph Collins's passing, on January 20th, George Herbert Walker Bush became the 41st President of the United States. Previously Ronald Regan's Vice President, he ran against Michael Dukakis and won the popular vote by 53.4% to 45.6%.
