1902 - In the year that Joseph Fischer was born, about 150 thousand United Mine Workers went on strike in eastern Pennsylvania for a wage increase and more suitable hours. They eventually got a 10% raise and their workday was reduced from 10 hours to 9. Because winter was coming and most people at the time heated their homes with coal, President Teddy Roosevelt arbitrated between the owners and the workers - the first time that the Federal government arbitrated in a strike.

1910 - By the time he was merely 8 years old, Halley's comet, which returns past the earth every 75 - 76 years was observed photographically for the first time. Two fortuitous events occurred - photography had been invented since the last time the comet had passed and the comet was relatively close. There was panic because one astronomer claimed that the gas from its tail "would impregnate the atmosphere and possibly snuff out all life on the planet." People bought gas masks, "anti-comet pills" and "anti-comet umbrellas".

1916 - He was merely 14 years old when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1966 - When he was 64 years old, on July 1st, Medicare became available after President Johnson signed into law the Medicare Act in 1965. President Truman had received the first Medicare card since he had been the first to propose national healthcare law. insurance.

1973 - In the year of Joseph Fischer's passing, on August 15th, amidst rising calls for the impeachment of President Richard Nixon, Congress imposed an end to the bombing of Cambodia.
