1923 - In the year that Julia Garcia was born, Harlem's Cotton Club opened in New York City. Owned by a bootlegger and gangster, it was a 700 seat speakeasy that catered to a "white only" clientele. But most of the entertainers were African-American and featured some of the best entertainers of the time such as Lena Horne, the Nicholas Brothers, Ethel Waters, and Cab Calloway.

1929 - She was just 6 years old when American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".

1941 - When she was 18 years old, in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".

1947 - At the age of 24 years old, Julia was alive when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.

1982 - By the time she was 59 years old, on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".
