In 1888, in the year that Leah Kilpatrick was born, on January 12th, the 'Schoolhouse Blizzard' blanketed Dakota Territory. Montana, Minnesota, Nebraska, Kansas, and Texas were hit, leaving 235 dead. Many of those who perished were children on their way home from school. The day was relatively warm when it began and the blizzard hit unexpectedly, catching most by surprise.

In 1903, she was merely 15 years old when the United States Department of Commerce and Labor was created by President Theodore Roosevelt to control the excesses of big business. Renamed the Department of Commerce 10 years later, many departments concerned with workers were transferred to the Department of Labor at that time. Another spin-off, the Bureau of Corporations, became the Federal Trade Commission.
