1920 - In the year that Leroy W Paine was born, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

1943 - He was 23 years old when on June 20th through June 22nd, the Detroit Race Riot erupted at Belle Isle Park. The rioting spread throughout the city (made worse by false rumors of attacks on blacks and whites) and resulted in the deployment of 6,000 Federal troops. 34 people were killed, (25 of them black) - mostly by white police or National Guardsmen, 433 were wounded (75 percent of them black) and an estimated $2 million of property was destroyed. The same summer, there were riots in Beaumont, Texas and Harlem, New York.

1954 - By the time he was 34 years old, from April 22 through June 17th, the Army v. McCarthy hearings were held. The U.S. Army accused Roy Cohn (chief counsel to Senator McCarthy and later trusted mentor of Donald Trump) of blackmail. McCarthy and Cohn accused the U.S. Army of harboring communists. The Army allegations were found to be true. The U.S. Senate later censured McCarthy.

1971 - When he was 51 years old, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

1995 - In the year of Leroy W Paine's passing, on October 16th, the Million Man March took place on the National Mall in Washington DC. The March was organized to address "the ills of black communities and call for unity and revitalization of African American communities". An estimated 850,000 people attended.
