Timeline

1913 - In the year that Lester Kessler was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1933 - He was 20 years old when Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.

1950 - At the age of 37 years old, Lester was alive when on October 2, Charlie Brown appeared in the first Peanuts comic strip - created by Charles Schultz - and he was the only character in that strip. That year, Schultz said that Charlie was 4 years old, but Charlie aged a bit through the years.

1967 - By the time he was 54 years old, on October 2nd, Thurgood Marshall was sworn in as the first black US Supreme Court justice. Marshall was the great-grandson of a slave and graduated first in his class at Howard University Law School. His nomination to the Supreme Court was approved by the Senate, 69 to 11.

1968 - In the year of Lester Kessler's passing, on January 31st, the North Vietnamese launched the Tet Offensive, a turning point in the Vietnam War. 70,000 North Vietnamese and Viet Cong forces swarmed into South Vietnam. The South Vietnamese and US troops held off the offensive but it was such fierce fighting that the U.S. public began to turn against the war.
