Timeline

1913 - In the year that Lillian Davis was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1947 - When she was 34 years old, in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.

1977 - She was 64 years old when on January 20th, Jimmy Carter became the 39th President of the United States. Running against incumbent Gerald Ford, he won 50.1% of the popular vote to Ford's 48.0%. He was elected to only one term.

1989 - By the time she was 76 years old, on March 24th, the Exxon Valdez, an oil tanker, struck a reef in Alaska's Prince William Sound and oil began spilling out of the hold. The oil would eventually contaminate more than a thousand miles of coastline. It is estimated that over 10.8 million gallons of crude oil spilled into the Sound - killing 100,000 to 250,000 seabirds, over 2,800 sea otters, about 12 river otters, 300 harbor seals, 247 bald eagles, and 22 orcas - as well as an unknown number of salmon and herring.

1996 - In the year of Lillian Davis's passing, on April 3rd, Theodore Kaczynski (nicknamed the Unabomber) was arrested. His mailed or hand-delivered bombs, sent between 1978 and 1995, killed three people and injured 23 others. Diagnosed as suffering from paranoid schizophrenia, Kaczynski is serving 8 life sentences without the possibility of parole.
