1887 - In the year that Longino Rape was born, on January 20th, the US Senate gave the US Navy the right to lease Pearl Harbor as a naval base. Pearl Harbor is on the island of Oahu, a part of the Hawaiian Islands. The Navy was given direction to maintain "a coaling and repair station" at the harbor.

1896 - When this person was only 9 years old, on January 28th, the first ticket for speeding - called "furious driving" - was issued. Walter Arnold of Kent England was fined 1 shilling plus costs - for going 8 mph. The speed limit was 2 mph.

1949 - When this person was 62 years old, on January 25th, the first Emmy Awards (for television) were handed out in Los Angeles. Shirley Dinsdale won for the Most Outstanding Television Personality and Pantomime Quiz Time earned an Emmy for the Most Popular Television Program.

1952 - When this person was 65 years old, on July 2, Dr. Jonas E. Salk tested the first dead-virus polio vaccine on 43 children. The worst epidemic of polio had broken out that year - in the U.S. there were 58,000 cases reported. Of these, 3,145 people had died and 21,269 were left with mild to disabling paralysis.
