In 1896, in the year that Louis James Caelli was born, on January 28th, the first ticket for speeding - called "furious driving" - was issued. Walter Arnold of Kent England was fined 1 shilling plus costs - for going 8 mph. The speed limit was 2 mph.

In 1909, Louis was just 13 years old when the NAACP was founded by W. E. B. Du Bois. The organization focused on legal strategies designed to confront the critical civil rights issues of the day - which included lynching and segregation in schools. The goal was to secure for all people the rights guaranteed in the 13th, 14th, and 15th Amendments to the United States Constitution.

In 1916, he was 20 years old when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1933, when he was 37 years old, on December 5th, the Twenty-first Amendment to the United States Constitution was ratified. The 21st Amendment said "The eighteenth article of amendment to the Constitution of the United States is hereby repealed." Alcohol was legal again! It was the only amendment to the Constitution approved for the explicit purpose of repealing a previously existing amendment. South Carolina was the only state to reject the Amendment.

In 1959, in the year of Louis James Caelli's passing, on August 8th, Hawaii became the 50th state of the United States. The US flag was changed to show 50 stars.
