In 1919, in the year that Louis Valcourt was born, in January, Nebraska was the 36th state to ratify the 18th Amendment, making it the law of the land. The 18th Amendment established Prohibition - a law against the production, transport, and sale of alcohol. Private consumption and possession were not prohibited. Several months later, the Volstead Act was passed, creating laws to enforce the Amendment. Bootlegging and bathtub gin followed.

In 1934, at the age of just 15 years old, Louis was alive when on November 11th 1933, an extremely strong dust storm hit South Dakota, stripping topsoil. Other strong dust storms had occurred during 1933. Severe droughts continued to hit the Great Plains and the dust storms devastated agricultural production as well as people's' lives for several years. The Roosevelt administration and scientists eventually determined that farming practices had caused the conditions that led to the dust storms and the changes they implemented in farming stopped the Dust Bowl.

In 1944, by the time he was 25 years old, on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.

In 1957, he was 38 years old when on September 24th, the "Little Rock Nine" (nine African-American students) entered Little Rock High School. Arkansas Gov. Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.

In 1986, in the year of Louis Valcourt's passing, on January 28th, the space shuttle Challenger exploded 73 seconds after launch. All seven crew members died. The cause of the explosion was later found to be a failed O-ring. The O-ring failure was due to the unusually cold conditions at Cape Canaveral.
