Timeline

1918 - In the year that Lucille Chapman was born, following European countries, Daylight Saving Time went into effect in the United States in March. It was an effort to conserve fuel needed to produce electric power. This was a war effort and proved unpopular so in most areas of the United States, Daylight Saving Time ended after World War I. It returned during World War II.

1938 - When she was 20 years old, on June 25th (a Saturday) the Fair Labor Standards Act was signed into law by President Roosevelt (along with 120 other bills). The Act banned oppressive child labor, set the minimum hourly wage at 25 cents, and established the maximum workweek at 44 hours. It faced a lot of opposition and in fighting for it, Roosevelt said "Do not let any calamity-howling executive with an income of $1,000 a day, ...tell you...that a wage of $11 a week is going to have a disastrous effect on all American industry."

1947 - At the age of 29 years old, Lucille was alive when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.

1965 - She was 47 years old when the television show "I Spy" premiered in the fall season on NBC. The stars were Bill Cosby and Robert Culp, making Cosby the first African American to headline a television show. Four stations - in Georgia, Florida, and Alabama - refused to air the show.

1987 - In the year of Lucille Chapman's passing, was the first time that a criminal in the United States - a serial rapist - was convicted through the use of DNA evidence.
