Melissa Jane (Parsons) Blair of Kittanning, Armstrong County, Pennsylvania United States was born circa September 15, 1916 in Hyde Park, Westmoreland County to Albert T. Parsons and Awilda Pearl (McKinstry) Parsons. She had siblings Edgar Merle (Thompson) Blair and Margaret Tressa Parsons. She married Melvin Blair, and had children Joyce Ann (Blair) Lowmaster and Barbara Jean Blair. Melissa Blair died at age 61 years old circa July 4, 1978 in Kittanning, Armstrong County, and was buried circa July 1978 at Riverview Cemetery in Apollo.

In 1916, in the year that Melissa Jane (Parsons) Blair was born, visiting nurse Margaret Sanger opened the first birth control clinic in the U.S. at 46 Amboy St. in Brooklyn New York. Ten days after the clinic opened, Sanger was arrested for "violating laws against giving out birth control information" which was defined as obscenity. The clinic was not handing out birth control - just information about sex and birth control methods. (The Comstock law categorized information about abortion, family planning, and contraception as “obscene”.) The clinics and organizations that Sanger established later evolved into the Planned Parenthood Federation of America.

In 1927, Melissa was only 11 years old when 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.
