In 1900, in the year that Mervin H Goldsmith was born, Carrie Chapman Catt succeeded Susan B. Anthony as the president of the National American Woman Suffrage Association. NAWSA was created by Anthony in 1890 in order to fight for the right of women to vote in the United States. Membership in NAWSA began at 7,000 and in the decades of the struggle - women didn't get the right to vote until 1920 - membership rose to 2 million.

In 1910, Mervin was only 10 years old when the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
