Norman Lovell Brown of Glenroy, City of Merri-bek County, VIC Australia was born on October 21, 1925 in Footscray, City of Maribyrnong County to Ellen Mary "Nellie Margaret" Mahoney and Patrick Martin Brown. He had siblings Martin Patrick Brown, Rita Olive Isabel Brown, Joyce Veronica Brown, Lillian Josine Brown, Eunice Margaret Valmay Brown, Francis Edward Brown, and Ivan Noel Brown. He married Nancy Thelma (Butler) Brown, and died at age 46 years old in 1971 in Glenroy, City of Merri-bek County. Norman Brown was buried at Fawkner Memorial Park 1187 Sydney Rd, in Hadfield.

In 1925, in the year that Norman Lovell Brown was born, gangster Al "Scarface" Capone took over the Chicago bootlegging racket at age 26. Previously right hand man to boss Johnny Torrio, Capone took over when Torrio was shot and severely injured and decided to resign. The bootlegging and brothel organization was massive and when asked what he did, Capone often replied "I am just a businessman, giving the people what they want".

In 1934, he was only 9 years old when on July 22nd, gangster John Dillinger was killed in Chicago. His gang had robbed banks and police stations, among other charges, and he was being hunted by J. Edgar Hoover, head of the FBI - although many in the public saw him as a "Robin Hood". A madam from a brothel in which he was hiding became an informer for the FBI and, after a shootout with FBI agents, Dillinger was shot and died.
