1905 - In the year that Oakley H Herring was born, federal spending was $0.57 billion, unemployment was 4.3%, and the cost of a first-class stamp was $0.02. Current U.S. government spending is $4.268 trillion.

1913 - This person was only 8 years old when ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1954 - At the age of 49 years old, Oakley was alive when on May 17th, the Supreme Court released a decision on Brown v. Board of Education of Topeka. The ruling stated that state laws establishing separate public schools for black and white students was unconstitutional thus paving the way for integration in schools.

1985 - When this person was 80 years old, on March 7th, the song "We Are the World" was released as a charity effort to alleviate the African famine. The song was written by Michael Jackson and Lionel Richie, and produced by Quincy Jones. They were joined by 37 other famous singers in the recording studio and a phenomena had begun

1995 - In the year of Oakley H Herring's passing, on October 16th, the Million Man March took place on the National Mall in Washington DC. The March was organized to address "the ills of black communities and call for unity and revitalization of African American communities". An estimated 850,000 people attended.
