Timeline

1916 - In the year that Oscar J Dowdell was born, suffragette Jeannette Pickering Rankin became the first woman elected to the House of Representatives as a Representative at large from Montana. She was the first woman to hold an elected Federal office. Holding the office for two years, she ran again in 1940 and served another two year term. Montana had granted women unrestricted voting rights in 1914, 6 years before women got the vote nationally.

1920 - At the age of just 4 years old, Oscar was alive when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

1957 - At the age of 41 years old, Oscar was alive when on September 24th, the "Little Rock Nine" (nine African-American students) entered Little Rock High School. Arkansas Gov. Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.

1965 - Oscar was 49 years old when on March 8th, the first US combat troops arrived in Vietnam. The 3500 Marines joined 23,000 "advisors" already in South Vietnam. By the end of the year, 190,000 American soldiers were in the country.

1989 - In the year of Oscar J Dowdell's passing, on March 24th, the Exxon Valdez, an oil tanker, struck a reef in Alaska's Prince William Sound and oil began spilling out of the hold. The oil would eventually contaminate more than a thousand miles of coastline. It is estimated that over 10.8 million gallons of crude oil spilled into the Sound - killing 100,000 to 250,000 seabirds, over 2,800 sea otters, about 12 river otters, 300 harbor seals, 247 bald eagles, and 22 orcas - as well as an unknown number of salmon and herring.
