In 1898, in the year that Owen Phillips was born, magnate and philanthropist John D. Rockefeller's Standard Oil Company controlled 84% of the oil and pipelines in the United States. Rockefeller grew Standard Oil through the merger of several other small oil companies throughout the U.S., creating a monopoly.

In 1901, Owen was only 3 years old when Teddy Roosevelt became the 26th President of the United States. TR, as he was known, had been Vice-President for 6 months when President William McKinley was assassinated. At age 42, he became the youngest President to serve although John Kennedy, at age 43, was the youngest President elected. He was a popular progressive and was elected to a second term in 1904 as a Republican, winning 56.4% of the popular vote and 336 electoral votes.

In 1914, when he was 16 years old, President Woodrow Wilson signed a proclamation designating Mother's Day, the second Sunday in May, as a national holiday to honor mothers. Anna Jarvis had championed a Mother's Day for years but Congress had joked a few years earlier that then they would have to proclaim a "Mother-in-law's Day" as well. The President who championed a woman's right to vote also created a day in their honor.

In 1920, Owen was 22 years old when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

In 1949, in the year of Owen Phillips's passing, on April 4th, NATO (the North Atlantic Treaty Organization) was established. Twelve nations originally signed the North Atlantic Treaty - the United States, Great Britain, France, Belgium, the Netherlands, Denmark, Italy, Luxembourg, Norway, Iceland, Canada, and Portugal. Greece, Turkey, and West Germany later joined. Today, there are 26 nations in NATO.
