1886 - In the year that Paul Blount was born, on January 5th, Scottish novelist Robert Louis Stevenson's book the Strange Case of Dr Jekyll and Mr Hyde was published. Immediately popular, the paperback book was sold for $1 in the U.S. - almost $25 today. Stevenson's stepson said that he wrote the first draft in under 3 days.

1916 - When he was 30 years old, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1929 - He was 43 years old when American Samoa officially became a U.S. territory. Although a part of the United States since 1900, the Ratification Act of 1929 vested "all civil, judicial, and military powers in the President of the United States of America".

1946 - Paul was 60 years old when on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

1965 - In the year of Paul Blount's passing, from August 11 to 16, riots broke out in Watts, a Black section of Los Angeles. An allegedly drunk African-American driver was stopped by LA police and, after a fight, police brutality was alleged - and the riots began. 34 people died in the rioting and over $40 million in property damage occurred. The National Guard was called in to help the LA police quell rioting.
