Timeline

1913 - In the year that Paul Hummer was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1947 - At the age of 34 years old, Paul was alive when on November 25th, the Hollywood "Black List" was created by the House Un-American Activities Committee (HUAC). Ten Hollywood writers and directors had refused to testify to the Committee regarding "Communists" or "Reds" in the movie industry. The next day, the blacklist was created and they were fired.

1963 - When he was 50 years old, on November 22nd, Vice President Lyndon B. Johnson became the 36th President of the United States when President John Kennedy was shot and killed in Dallas, Texas. Johnson was sworn in on the plane carrying Kennedy's body back to Washington D.C.

1971 - At the age of 58 years old, Paul was alive when in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

1978 - In the year of Paul Hummer's passing, on July 25th, Louise Brown, the first "test-tube baby", was born at Oldham Hospital in London. Louise was conceived through IVF (in vitro fertilization), a controversial and experimental procedure at the time.
