1913 - In the year that Paul Prutzman was born, the 17th Amendment, establishing the direct election of U.S. Senators, was adopted. Previously, Senators were elected by state legislatures. As early as 1826, a call to elect senators through popular vote was championed and previous to the 17th amendment, two states had already changed their process. Governors are still able to appoint senators to vacant seats until an election can be held.

1916 - When he was just 3 years old, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

1940 - When he was 27 years old, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1949 - By the time he was 36 years old, comedian Milton Berle hosted the first telethon show. It raised $1,100,000 for cancer research and lasted 16 hours. The next day, newspapers, in writing about the event, first used the word "telethon."

1965 - In the year of Paul Prutzman's passing, from August 11 to 16, riots broke out in Watts, a Black section of Los Angeles. An allegedly drunk African-American driver was stopped by LA police and, after a fight, police brutality was alleged - and the riots began. 34 people died in the rioting and over $40 million in property damage occurred. The National Guard was called in to help the LA police quell rioting.
