Timeline

1913 - In the year that Philip N Hess was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1924 - At the age of only 11 years old, Philip was alive when Macy's department store in New York held its first "Thanksgiving parade" on November 27th at 9a - during church services but leaving plenty of time to attend the big football game between Syracuse and Columbia universities. The parade was held as a way to promote the opening of the “World’s Largest Store” and its 1 million square feet of retail space in Manhattan’s Herald Square. The parade was 6 miles long and included floats, Macy's employees dressed as clowns, cowboys, and sword-wielding knights, and animals from Central Park Zoo. Santa Claus, of course, brought up the rear - opening the Christmas shopping season for Macy's.

1925 - When he was only 12 years old, gangster Al "Scarface" Capone took over the Chicago bootlegging racket at age 26. Previously right hand man to boss Johnny Torrio, Capone took over when Torrio was shot and severely injured and decided to resign. The bootlegging and brothel organization was massive and when asked what he did, Capone often replied "I am just a businessman, giving the people what they want".

1954 - Philip was 41 years old when from April 22 through June 17th, the Army v. McCarthy hearings were held. The U.S. Army accused Roy Cohn (chief counsel to Senator McCarthy and later trusted mentor of Donald Trump) of blackmail. McCarthy and Cohn accused the U.S. Army of harboring communists. The Army allegations were found to be true. The U.S. Senate later censured McCarthy.

1991 - In the year of Philip N Hess's passing, on January 16th, Allied forces began the first phase of Operation Desert Storm. Saddam Hussein's forces had previously invaded the sovereign state of Kuwait and the focus of the operation was to remove his Iraqi troops from Kuwait. On February 24th, the ground war began. Within 100 hours, American ground troops declared Kuwait liberated.
