1903 - In the year that Raymond Bell was born, the United States Department of Commerce and Labor was created by President Theodore Roosevelt to control the excesses of big business. Renamed the Department of Commerce 10 years later, many departments concerned with workers were transferred to the Department of Labor at that time. Another spin-off, the Bureau of Corporations, became the Federal Trade Commission.

1907 - At the age of merely 4 years old, Raymond was alive when the second Hague peace conference was called by Russia in the Netherlands. While nothing was settled regarding the matter of peace among nations, many resolutions were passed (and accepted by many nations) about the conventions of war - especially the protection of noncombatants.

1909 - By the time he was only 6 years old, William Howard Taft became the 27th President of the United States on March 4th. Previously Secretary of War, Judge on the 6th Circuit Court of Appeals, Solicitor General of the U.S., and Governor of both the Philippines and Cuba, Taft was the only President who went on to become Chief Justice of the Supreme Court.

1941 - When he was 38 years old, on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

1971 - In the year of Raymond Bell's passing, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.
