In 1913, in the year that Regina A Rumph was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1947, when she was 34 years old, on April 15th, Jackie Robinson joined the Brooklyn Dodgers, playing first base. He was the first black man to play in the Major Leagues. Since the 1880's, professional baseball had been segregated and blacks played in the "Negro leagues". He went on to play for 10 years.

In 1963, when she was 50 years old, the British Secretary of War, 46 year old John Profumo ,was forced to resign when he lied about an affair with 19 year old Christine Keeler. Keeler was also involved with the Soviet naval attaché and charges of espionage were feared. No proof of spying was ever found.

In 1987, by the time she was 74 years old, on October 19th, stock exchanges around the world crashed. Beginning in Hong Kong then spreading to Europe, the crash then hit the United States. It was called Black Monday. The Dow Jones fell 508 points to 1,738.74 (22.61%).

In 1996, in the year of Regina A Rumph's passing, on July 5th, the first cloned mammal - "Dolly the Sheep" - was born in Scotland. She had three mothers. Dolly lived to be 6 years old and produced 6 lambs. Since, other sheep have been cloned as well as horses, pigs, deer, and bulls.
