Timeline

1913 - In the year that Richard Alfred Bernard was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1917 - He was only 4 years old when it is believed that a worldwide influenza pandemic began in Asia. By 1920, it is estimated that 50 - 100 million died throughout the world (3 - 5% of the population). In the U.S. alone, 500,000 perished from what came to be called the Spanish Flu or the 1918 flu.

1943 - When he was 30 years old, on March 31st, the Broadway musical Oklahoma! opened. Written by Richard Rodgers and Oscar Hammerstein II (the first of their string of successful collaborations), audiences loved it. The musical ran for 2,212 performances originally and was made into a movie in 1954.

1982 - By the time he was 69 years old, on June 30th, time ran out on the Equal Rights Amendment (ERA). The Amendment had only received 35 of the necessary 38 state ratifications. First sent to the states in 1972, the Amendment stated that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex".

1994 - Richard was 81 years old when on May 6th, the Channel Tunnel or "Chunnel" was officially opened. The Chunnel is a railway tunnel beneath the English Channel that connects Great Britain to mainland France. Original plans for such a tunnel were developed in 1802 and approved by Napoleon Bonaparte but the British rejected the plan fearing that Napoleon would use the railway to invade.
