1907 - Richard was only 14 years old when the state of Oklahoma was admitted to the United States on November 16. Previously called "Oklahoma Territory" and "Indian Territory", the two areas were merged and Oklahoma became the 46th state. It is the 28th most populous state.

1913 - By the time he was 20 years old, ratified in February the 16th Amendment, establishing a Federal income tax, became law. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1921 - He was 28 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

1972 - In the year of Richard Baxter's passing, on November 7th, Richard Nixon won re-election, amidst the dawning knowledge of the Watergate scandal, by 60.7% to anti-war candidate George McGovern's 37.5%.
