In 1916, in the year that Richard Carter was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

In 1923, at the age of just 7 years old, Richard was alive when on November 8th and 9th, Adolf Hitler and his followers (the early Nazi party) staged the "Beer Hall Putsch" in Munich in an attempt to take over Bavaria (a state in Germany). They failed. Hitler was charged with treason and convicted, receiving a sentence of 5 years. He served under 1 year in jail.

In 1926, at the age of merely 10 years old, Richard was alive when on November 15th, NBC was founded. It was the U.S.'s first major broadcast network. Ownership of the network was split between RCA (a majority partner at 50%), its founding corporate parent General Electric (which owned 30%), and Westinghouse (which owned the remaining 20%).

In 1938, by the time he was 22 years old, on October 30th, a Sunday, The Mercury Theatre on the Air broadcast Orson Welles' special Halloween show The War of the World's. A clever take on H.G. Wells' novel, the show began with simulated "breaking news" of an invasion by Martians. Because of the realistic nature of the "news," there was a public outcry the next day, calling for regulation by the FCC. Although the current story is that many were fooled and panicked, in reality very few people were fooled. But the show made Orson Welles' career.

In 1941, in the year of Richard Carter's passing, on December 7th, the Japanese attacked the military base at Pearl Harbor, Hawaii. The surprise aerial attack damaged 8 U.S. battleships (6 later returned to service), including the USS Arizona, and destroyed 188 aircraft. 2,402 American citizens died and 1,178 wounded were wounded. On December 8th, the U.S. declared war on Japan and on December 11th, Germany and Italy (allies of Japan) declared war on the United States. World War II was in full swing.
