Richard Charles Toms died in 1959 in Heidelberg, Australia at 44 years old. He was born in 1915. He was born to Richard Luke Toms and Clara Gertr Bennetts Toms.

In 1915, in the year that Richard Charles Toms was born, the Superior Court in Fulton County Georgia accepted the charter for the establishment of the new Ku Klux Klan, succeeding the Klan that flourished in the South in the late 1800's. This iteration of the Klan adopted white clothing and used many of the code words from the first Klan, adding cross burnings and mass marches in an attempt to intimidate others.

In 1927, by the time he was only 12 years old, 10 years after the United States bought the U.S. Virgin Islands from the Danish government, the inhabitants were granted U.S. citizenship. While they can vote in congressional elections and presidential primaries, they cannot vote for President.

In 1935, at the age of 20 years old, Richard was alive when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1946, by the time he was 31 years old, on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

In 1959, in the year of Richard Charles Toms's passing, on August 8th, Hawaii became the 50th state of the United States. The US flag was changed to show 50 stars.
