Richard Harold Carter passed away on June 21, 1942 at 25 years old. He was buried in Chatham Naval Memorial 59, United Kingdom. He was born c. 1917. We have no information about Richard's family or relationships.

In 1917, in the year that Richard Harold Carter was born, the U.S. Virgin Islands were purchased from Denmark in January. While they are U.S. citizens, Virgin Islanders are ineligible to vote for the President of the United States.

In 1923, he was only 6 years old when on August 2, President Warren G. Harding died in office, apparently of a heart attack. He was staying at the Palace Hotel in San Francisco after completing a nationwide tour. Suffering from cramps, indigestion, a fever and shortness of breath, his doctor thought he had food poisoning. After several days of being ill, he suddenly shuddered, slumped over, and died. There were rumors of foul play (some thought that his wife had poisoned him because of his affairs) but no evidence has ever been found.

In 1929, at the age of only 12 years old, Richard was alive when on October 29th (Black Tuesday), the stock market crashed in the United States. Billions of dollars were lost and some investors committed suicide as a result, having lost their fortunes. This ushered in the 12 year, worldwide Great Depression.

In 1935, Richard was 18 years old when the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

In 1942, in the year of Richard Harold Carter's passing, on November 28th at 10:15p, a nightclub in Boston, the Cocoanut Grove, caught fire. The origins of the fire are unknown but it killed 492 people - the deadliest nightclub fire in U.S. history. Hundreds more were injured. The disaster was so shocking that it replaced World War II in the headlines and lead to reforms in safety standards and codes.
