In 1872, in the year that Richard Reginald William Russell was born, on May 22nd, President Ulysses S. Grant signed the Amnesty Act of 1872. The Act restored full civil rights to secessionists, including about 150,000 former slaves who had fought in the Confederate Army. About 500 former Confederate sympathizers were not allowed their full civil rights.

In 1881, when he was just 9 years old, on May 21st, Clara Barton, a nurse, founded the American Red Cross. She was inspired by the Red Cross in Geneva Switzerland and the International Red Cross.

In 1890, by the time he was 18 years old, on June 1st, the U.S. Census Bureau started tabulating census returns with punch cards. Herman Hollerith's "tabulating machine" used punch cards to more quickly compute census information, taking the time to get census results from 8 years in 1880 to 6 years for the 1890 census. Hollerith's company eventually became IBM.

In 1902, at the age of 30 years old, Richard was alive when the Aswan Low Dam (the old Aswan Dam) began construction in Egypt in 1899 and was completed in 1902 - making it the largest masonry dam in the world at the time. The dam was built on the Nile River in order to conserve water and regulate flooding, allowing for population increase along the Nile.

In 1917, in the year of Richard Reginald William Russell's passing, the U.S. Virgin Islands were purchased from Denmark in January. While they are U.S. citizens, Virgin Islanders are ineligible to vote for the President of the United States.
