It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

1946 - At the age of 25 years old, Robert was alive when pediatrician Dr. Benjamin Spock's book "The Common Sense Book of Baby and Child Care" was published. Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.

1986 - At the age of 65 years old, Robert was alive when on January 28th, the space shuttle Challenger exploded 73 seconds after launch. All seven crew members died. The cause of the explosion was later found to be a failed O-ring. The O-ring failure was due to the unusually cold conditions at Cape Canaveral.

1996 - In the year of Robert L Vincent's passing, on July 5th, the first cloned mammal - "Dolly the Sheep" - was born in Scotland. She had three mothers. Dolly lived to be 6 years old and produced 6 lambs. Since, other sheep have been cloned as well as horses, pigs, deer, and bulls.
