In 1916, in the year that Robert M Keefer was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1920, the 19th Amendment, granting women the right to vote, passed both Houses of Congress and was sent to the States to ratify. In August, Tennessee became the 36th state to ratify the Amendment and it became law eight days later. Mississippi ratified it in 1984.

In 1938, on October 30th, a Sunday, The Mercury Theatre on the Air broadcast Orson Welles' special Halloween show The War of the World's. A clever take on H.G. Wells' novel, the show began with simulated "breaking news" of an invasion by Martians. Because of the realistic nature of the "news," there was a public outcry the next day, calling for regulation by the FCC. Although the current story is that many were fooled and panicked, in reality very few people were fooled. But the show made Orson Welles' career.

In 1950, in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.

In 1970, on May 4th, four students at Kent State University in Ohio were shot and killed by National Guardsmen. The students were at a peaceful demonstration protesting the invasion of Cambodia by US forces. There had been precedent for the killing of American college students. The previous year, on May 15th, Alameda County Sheriffs used shotguns against U.C. Berkeley students at a protest for People's Park. One student died, one was blinded, 128 were injured.
