The Memorial took 10 years to complete.

1927 - At the age of only 5 years old, Robert was alive when in September, the Columbia Broadcasting System (later called CBS) became the second national radio network in the U.S. The first broadcast was a presentation by the Howard Barlow Orchestra from radio station WOR in Newark, New Jersey.

1941 - Robert was 19 years old when on June 25th, President Roosevelt signed Executive Order 8802, prohibiting racial discrimination in the defense industry. EO 8802 was the first federal action to prohibit employment discrimination - without prejudice as to "race, creed, color, or national origin" - in the U.S. Civil Rights groups had planned a march on Washington D.C. to protest for equal rights but with the signing of the Order, they canceled the March.

1944 - In the year of Robert Spencer Roberts's passing, on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.
