In 1881, in the year that Rose Ellen Payne was born, on February 19th, Kansas became the first state to prohibit all alcohol - the prohibition lasted statewide until 1948.

In 1899, when she was 18 years old, the meaning of Chinese "oracle bones" was rediscovered. Farmers in China had been turning up the bones in their fields for generations but most often they were ground up and sold as medicine. The chancellor of the Imperial Academy and a friend noticed, before they ground the bones, that they had writing. The bones had been used around the second millennium BC for divination.

In 1924, when she was 43 years old, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1933, she was 52 years old when on March 4th, Franklin Delano Roosevelt became the 32nd President of the United States. He was elected four times (equaled by no other President) and guided the United States through the Great Depression, the Dust Bowl, and World War 2. His wife was his cousin Eleanor Roosevelt (Teddy Roosevelt's niece) who President Truman called "First Lady of the World". Some of the major programs that survive from his presidency are the Securities and Exchange Commission, the Wagner Act (The National Labor Relations Act of 1935) , the Federal Deposit Insurance Corporation and Social Security.

In 1949, in the year of Rose Ellen Payne's passing, on January 25th, the first Emmy Awards (for television) were handed out in Los Angeles. Shirley Dinsdale won for the Most Outstanding Television Personality and Pantomime Quiz Time earned an Emmy for the Most Popular Television Program.
