In 1861, in the year that Rubin Hess was born, on August 5th, in order to help pay for the Civil War, the Federal government instituted the first income tax in the United States. The Revenue Act of 1861 was rescinded in 1862 but from 1861 through 1862, a flat tax was charged - 3% - on all income over $800, which included only 3% of households. In 1862, a broader tax was enacted.

In 1892, by the time he was 31 years old, on January 1st, Ellis Island opened to process immigrants. 700 passed through on the first day - in the first year, 450,000 were processed. The processing center was originally a 3 story wooden building - with outbuildings - that burned down a few years later.

In 1906, at the age of 45 years old, Rubin was alive when the great San Francisco earthquake hit, estimated at 7.8 on the Richter scale. The earthquake caused fires that raged for days and between the earthquake and the fire, about 3,000 people were killed and 80% of the City was destroyed.

In 1912, Rubin was 51 years old when the RMS Titanic sank in April. The RMS Titanic was a British built and run passenger liner that was billed as "unsinkable." On its maiden voyage from Southampton England to New York City, carrying about 2,224 passengers and crew - from the wealthiest people in the world to poor emigrants from Europe, the Titanic hit an iceberg. Five of her watertight compartments failed but she was designed to survive only 4 being flooded. She began to sink. There were only enough lifeboats for about half of the passengers so over 1,000 remained behind while "women and children first" were loaded. Over 1500 died, making it the largest maritime disaster in modern history.

In 1933, in the year of Rubin Hess's passing, Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.
